Susan have you thought about getting a car from a local place. We have used Less Pay many times and you can count on their service. We usually get a car called a Safari. Open air with no windows or windshield wipers but in December I guarantee you it will be nice weather. It will cost under $50 with insurance http://www.islacozumel.net/rentals/ , and be sure to check the deductable on any car with all rental agencies. It can be almost more than most cars there are worth but often the deductable is negotiable.
Most cars will only hold 5 people and the local police will try to enforce this particular law. Most other traffic offenses are not pushed very hard.

They have a toll free number so you can easily call and get a quote. We like the green and yellow John Deere safari because it just looks like the tourist car of the century. A lot of people will take a photo of you and the car as you pass by. If any car breaks down just grab a ride with the next car that comes by and call him later. He will give you a credit next trip. Hard to find that kind of service any place much less Mexico. Only once have we had a problem and it was because we left a small light on and it ran down the battery. He had another car there in 15 minutes.
